Delegates from Southeast Asia and the European Union gathered in Brunei for the 25th EU-ASEAN Ministerial Meeting, where European officials warned that ongoing conflicts in the Middle East and Ukraine are threatening global stability and regional economies. Southeast Asian nations are among those most affected by the global energy crisis triggered by war in the Middle East.

Economic Impacts of Middle East and Ukraine Conflicts

The ongoing conflict in the Middle East has driven up energy, food, fertilizer, and transport costs across the globe, fueling inflation and slowing economic growth, according to statements made at the gathering in Brunei. At the same time, Russia’s war of aggression against Ukraine continues to erode the foundations of the United Nations Charter. Officials framed the dual conflicts as a severe stress test for the international order, requiring closer multilateral cooperation between Europe and Southeast Asia.

Existing Trade Foundations and Security Partnerships

Trade serves as a strong foundation for the relationship, with the European Union currently positioned as ASEAN’s third-largest trading partner, according to EU statements. The two blocs maintain free trade agreements in force with Singapore and Vietnam, alongside a recent Comprehensive Economic Partnership Agreement with Indonesia. Trade talks are also progressing with the Philippines, Thailand, and Malaysia. However, European officials emphasized that trade alone is insufficient in an era of rising geopolitical competition. According to the European Union delegation, security has become inseparable from prosperity because modern threats do not respect borders. Officials pointed to supply chain resilience, the digital and green transition, the protection of undersea critical infrastructure, and maritime security as vulnerable arteries of both economies. The two regions must also address cybersecurity risks and the potential instability caused by misused artificial intelligence rather than leaving citizen safety to corporate self-regulation.

Path Toward a Comprehensive and Strategic Partnership

The ministerial talks point toward next year, when relations between the two blocs are scheduled to be elevated to a Comprehensive and Strategic Partnership. Officials noted that the partnership must produce tangible results that people can see and feel, ensuring a transition that remains fair, secure, and sustainable. Brunei hosted the ministerial session, which brought together diplomatic leaders from both continents to solidify their long-term institutional ties.
