However, Mikel Arteta was Pep Guardiola’s assistant at Manchester City in 2018 when they had a verbal agreement in place to sign Jorginho from Napoli.
Chelsea hijacked the transfer at the last minute but Arteta could return for the Italian before the 5 October deadline.
The Gunners are looking to sign Houssem Aouar of Lyon and Thomas Partey of Atletico Madrid.
Lampard was also questioned about the club’s efforts to sign Rice, a player they released from their academy in 2013.
“Once again they are rumors,” he added. “I can’t talk about them and I can’t talk about speculation for players playing for other clubs.”

Arsenal boss Mikel Arteta answered questions about Jorginho earlier in the day and said: “We are still open to improving our squad.
“We are looking for different options depending on what happens with our players here.
“We are preparing ourselves in case we need to do something”.
At the pressure of Jorginho, Arteta added: “I cannot open myself to players who play for a different team and with their qualities. It is not appropriate.”
