Gwangju Mayor Kang Ki-jeong and Daegu Mayor Hong Joon-pyo issued a joint welcome statement and welcomed the event, saying, “Thank you to the National Assembly for passing the Moonlight Railway Special Law I would like to share the joy of having accomplished this great task with the residents of Yeongnam and Honam provinces.”

Gwangju City expects that with the passing of the Moonlight Railway Special Law in the plenary session of the National Assembly, human and material exchanges will be promoted in the half-day area in the one-hour area of ​​Gwangju-Daegu and will promote harmony and coexistence in the Yeongho -nam region.

The Moonlight Railway has been a wish of residents of Yeongnam and Honam regions for 30 years, and is the result of numerous studies, discussions and gathering public opinions after it was included in the national transportation network plan in 1999. Subsequently, was adopted as a commitment to win-win cooperation between Yeongnam and Honam in the 19th presidential election in 2017 and was reflected in the 4th national rail network construction plan in 2021.

Notably, Gwangju Mayor Kang Ki-jeong and Daegu Mayor Hong Joon-pyo met at Gwangju City Hall on November 25, 2022, and began to accelerate the process by signing an agreement to strengthen the Moonlight Alliance, which includes the early start of construction of the Moonlight high-speed railway.

Then, on April 17 last year, Mayor Kang Ki-jeong met with Mayor Hong Joon-pyo at the Jirisan rest area in Namwon, Jeollabuk-do and signed a business agreement to jointly promote the special law for exemption from the preliminary feasibility study for moonlight high-speed rail.

Taking today’s trade agreement as an opportunity, the political circles of Gwangju, Jeonnam, Jeonbuk, Gyeongnam, Gyeongbuk and Daegu, the six cities and provinces within the Moonlight high-speed rail line, have decided to work together to promote the entry into force of a special law for the early construction of the Moonbit high-speed railway.’

Subsequently, in August last year, 261 members of the National Assembly, the highest number in constitutional history, proposed the “Moonlight Railroad Special Act” and it passed the plenary session of the National Assembly that day.

The main contents of the “Moonlight Railway Special Act” approved by the plenary session of the National Assembly are as follows.

First, it establishes the necessary issues for the rapid construction of a railway connecting Gwangju Metropolitan City and Daegu Metropolitan City.

Secondly, in order to quickly and smoothly promote the Moonlight Railway construction project, special provisions are made to exempt the preliminary feasibility study.

Third, for the systematic development of the area near the Moonlight Railroad station, the designation of development areas near the station and development projects near the station will be promoted.

Gwangju Mayor Kang Ki-jeong said, “The Moonlight Railway, which connects Gwangju and Daegu in one hour, connects the lives of 10 local governments, including Gwangju and Daegu, and 18 million city residents,” adding: “This will not only revitalize the local economy, but also encourage local construction companies to participate in railway construction.” “This will promote regional development,” he said.
