Economist Dr. Ndongo Samba Sylla argues that Senegal’s debt crisis is a systemic issue driven by the international payment system and the CFA franc monetary arrangement, rather than just the discovery of hidden loans. Speaking at a conference organized by the IDEAS Africa Network, Sylla called for a rupture with International Monetary Fund (IMF) austerity policies, which he described as catastrophic for African economic development.

Ndongo Samba Sylla Rejects IMF Austerity Measures

During the IDEAS Africa Network event themed “Debt Crisis in Senegal: Towards Sustainable and Progressive Solutions, Alternatives to the IMF’s Austerity Approach,” Dr. Sylla stated that the IMF is not the solution to the current financial instability. Sylla asserted that austerity is not the answer and advocated for credible alternatives to manage public debt.

To support this transition, Sylla announced that the IDEAS Africa Network has developed a dozen documents in French and English. These documents are intended to help African countries sustainably exit debt crises.

Hidden Loans vs. Systemic Debt Drivers in Senegal

While discussing the situation, Sylla stated that hidden debts are not the primary problem facing Senegal. He characterized hidden debts as the easiest of three major issues to manage, describing them as “the tree that hides the forest.”

Sylla identified two more severe factors contributing to the crisis:

  • Unsustainable External Debt: Sylla warned that even without hidden debt, Senegal is already on a trajectory of a debt crisis.
  • International Payment Systems: The economist identified the international payment system as the most problematic factor and the root cause of the difficulties.

The Role of the CFA Franc and Systemic Failures

Sylla linked Senegal’s chronic indebtedness to the nature of the CFA franc monetary arrangement. He explained that countries that use the CFA franc do not have the choice not to be in recurrent crises, which is linked to the very nature of the monetary arrangement.

The economist noted that the crisis goes beyond the single Senegalese case. He cited Zambia, Ghana, or even Kenya, which have also gone through serious tensions related to indebtedness, arguing that debt crises are not simply due to internal political choices or national management modes, but also have a systemic dimension.
