The first participatory street housing maintenance project was completed by LH

The Ministry of Land, Infrastructure and Transport (Minister Hee-Ryong Won Won) announced on October 21 that the Bucheonjong Street Home Improvement Project (about 295-1 Wonjong-dong, Bucheon-si, Gyeonggi-do) had been completed and that occupancy would to start . This project is one of the small-scale housing maintenance projects that Korea Land and Housing Corporation (hereafter referred to as LH, acting Jeong-gwan Lee) participated as a collaborator.

Through this street housing maintenance project, the Wonjong area in Bucheon was reborn as a 13-story apartment with a total of 137 units: 65 units for sale by union, 44 units for general sale, and 28 units for rental housing , from the current 66. old multi-family houses. In particular, through the low communal space plan and various elevation plans, internal facilities such as an elderly hall and a common meeting room for residents, as well as a residents’ plaza (usually using a car park) where various external events can be held. , are created to provide a space for communication with the outside.

In addition, by applying the special case of raising the floor area ratio to the legal upper limit by planning the rental houses to be 20% of the number of households, it greatly contributed to the realization of housing welfare by providing rental houses to young people. , newlyweds, and low income families while improving business feasibility.

In addition, the most notable part of this project is that LH participated and implemented it jointly with the union. As a result, it took 4 years and 7 months from the establishment of the association (March 2018) to complete the Wonjong area in Bucheon, which had been a little slow in implementing the project since LH got involved in 2017, making it’ n possible to significantly reduce the project period compared to the current large scale maintenance project.

In addition, 90% of the total cost of the project was borrowed at a low interest rate through the Housing and Urban Guarantee Corporation (HUG), which made it very easy to raise money. This could have been more durable. The loan amount for moving costs was also supported at a low interest rate of up to 70% of the previous assets, enabling smooth business promotion through stable migration of indigenous peoples.

In addition, the complex rights relationship that may appear in the process of maintaining the project, adjusting conflicts of opinion among the members of the union due to the high contribution of residents, and detailed guidelines on the rather complex technical and administrative procedures that could be solve them relatively easily. through the participation of LH.

On the other hand, the street housing maintenance project in Wonjong District, Bucheon was introduced in 2012 as a small-scale residential area (less than 10,000 m², within 20,000 m² if publicity is satisfied) old and low-rise residential areas in the street area ( area surrounded by 6m wide roads) Unlike large-scale redevelopment and reconstruction projects, the procedure is simplified and the project can be carried out quickly. Since 2017, the project has been revived by supporting project cost loans through the Housing and Urban Fund.

In fact, project action plan approvals for the street housing maintenance project increased by around 70% on average per year between 2017 and 2021, and a total of 531 places (accumulated by September 2022) have been approved on for the establishment of the street housing maintenance project, 24 of them. The opening was completed.

In addition, 1,268 locations across the country (as of September 2022) are promoting the establishment of street house maintenance business associations, so it is expected that the street house maintenance business will continue to be operated in the future.

Lee Sang-ok, head of the Urban Housing Supply Cooperation Division of the Ministry of Land, Infrastructure and Transport, said, “Unlike the existing large-scale maintenance projects, the street housing maintenance project is a very effective project that can quickly improve the residential environment of old and low residential areas and expand the housing supply. The LH, including the government, played a big part until the project was implemented. We are also preparing to implement a system secondary conservation support to expand the use of private money,” he said.

Park Hyun-geun, head of LH’s Urban Renewal Planning Department, said, “This is LH’s first participatory street housing maintenance project that has been completed, and it is rewarding to lead the project successfully even in a difficult situation on the beginning. Through this project, we will support the improvement of the poor residential environment and the supply of high quality housing, and we will work with the Ministry of Land, Infrastructure and Transport to find ways to revitalize the project, thereby contributing to the stability of people’s housing. .”
