The emergency stockpile now sits at just 42% of its estimated total capacity of 714 million barrels, driven down by Joe Biden.

President Donald Trump announced a major oil agreement with the interim government of Venezuela led by Delcy Rodríguez, stating that crude from the South American nation will be directed toward replenishing the depleted SPR. According to reporting from BBCL and associated coverage, the agreement grants the United States majority control over Venezuelan oilfields containing an estimated 65.000 millones de barriles de petróleo.

As oil flows stopped, crude prices quadrupled by 1974, forcing American drivers into long lines for scarce fuel and severely impacting an industrial base built on cheap energy.

To shield the domestic economy from future international supply disruptions, the reserve was established in 1975. The storage network has historically been tapped during major crises, including the Gulf War in 1991 and the aftermath of Hurricane Katrina in 2005, which damaged critical energy infrastructure along the Gulf Coast.

Underground Storage Infrastructure in Louisiana and Texas

Physically, the emergency reserve is housed within a complex of 60 subterranean salt caverns carved into massive geological salt domes stretching from Baton Rouge, Louisiana, to Freeport, Texas. The Department of Energy explains that salt formations provide an ideal containment environment because crude oil and salt do not mix, preventing chemical degradation over long periods.

While surface installations feature little more than wellheads, valves, and piping networks, the subterranean infrastructure relies on high-pressure water injection to displace and extract stored petroleum when emergency drawdowns are authorized.
