Across the Middle East and parts of Asia, governments view sovereign AI as an economic investment designed to stimulate local tech sectors and generate future financial dividends. For smaller economies, building domestic systems serves primarily as a safeguard against geopolitical supply chain disruptions.

Indonesia’s Indosat has undertaken the development of Sahabat AI, a large language model focused on regional languages such as Bahasa Indonesia, which is spoken by more than 200 million people. In the Middle East, Humain—an artificial intelligence company backed by Saudi Arabia’s Public Investment Fund—debuted an Arabic-language model built by Chinese developer MiniMax.

Despite large speaker populations—such as the roughly 80 million speakers each for Korean and Cantonese—these low-resource languages lack the extensive digital text archives available to English and Mandarin developers. Furthermore, building domestic AI infrastructure traditionally requires substantial capital expenditures for specialized processors, data centers, and technical talent.

Cost Control and Strategic Autonomy

To bypass the tens of billions of dollars spent by major U.S. developers like OpenAI and Anthropic, regional model builders target more restrained performance metrics. Governments and domestic enterprises rarely require the most advanced universal reasoning capabilities, allowing smaller companies to train specialized systems at a fraction of the cost. Votee AI successfully trained its Cantonese model for approximately $250,000, according to company statements.

Organizations can assemble their sovereign AI stacks by sourcing semiconductors and processing power globally, then layering local fine-tuning and proprietary data on top of open-source foundational architectures. The availability of powerful open-source models from Chinese developers allows foreign startups to download and run core systems without licensing fees, shifting the definition of technological sovereignty from absolute control over every hardware layer to strategic freedom of choice.
