(Seoul = Yonhap News) Reporter Jang Jae-eun and Jeon Myung-hun = Discussions were raised at the same time in a situation where the war in Ukraine extends beyond nine months.

Although there is no compromise between Ukraine and Russia, who are parties to the war, comments have been pouring in from all over the world that they will enthusiastically support dialogue.

According to foreign media on the 1st (local time), US President Joe Biden, Chinese President Xi Jinping, French President Emmanuel Macron, German Chancellor Olaf Scholz, and others joined in this ‘military fire’.

◇ Speaking of the Biden Mirror summit… “There is no decision to end the war with Putin yet.”

President Biden mentioned the possibility of dialogue with Russian President Vladimir Putin in a press conference after the summit with French President Emmanuel Macron.

President Biden hinted at the possibility of talks conditionally, saying, “If President Putin is interested in deciding to find a way to end the war, I’m ready to talk to him.”

“We will only do so in consultation with our NATO allies,” he added, “and we will not do it alone.”

President Biden had closed the door to the possibility of dialogue with President Putin after Russia invaded Ukraine on February 24 this year.

President Biden did not even join when the heads of allied countries such as Germany, France, and Turkey contacted President Putin for persuasion before and after the war.

◇ Putin’s exit strategy?… The key is the ‘resolution’ of the Ukrainian-Russian parties

President Biden’s comments on this day are not specific, but they are notable as they confirmed the possibility of departure for President Putin to end the war.

From the point of view of President Putin, whose pride has been shattered due to the retreat from the ground war and the deteriorated economic situation of his country, it is expected that he will be able to pay attention to the summit meeting with the United States as a strategy to leave the war

Russia also responded positively.

Russian Foreign Minister Sergei Lavrov said at a press conference in Russia, “As I have said many times, I never avoid dialogue.”

However, the general view is that the key to real negotiations is the willingness or determination of the parties to compromise, including Ukrainian President Volodymyr Zelensky and President Putin.

On the face of it, it can be seen at the moment that the possibility of negotiations between the two countries within a few days is rare.

President Zelensky has presented the restoration of all occupied territories, payment of war reparations to Russia, punishment of war criminals, and security guarantees in Ukraine as preconditions for negotiations.

This is an unacceptable condition for Russia, which annexed the four Ukrainian states and the Crimean Peninsula by invasion, violated the UN Charter and committed various war crimes.

◇ Macron “On the phone with Putin in a few days”… CNN “The leaders of the United States and the United States have a gap over their willingness to talk to Putin”

The West is in the position that it will continue to provide support to increase Ukraine’s negotiating power until negotiations are possible.

President Macron announced in a press conference after the summit with President Biden that day that he would make a phone call with President Putin within a few days.

CNN analyzed that this is a more active approach than President Biden’s position that ‘there is no immediate plan to contact’.

Biden and Macron reaffirmed their commitment to Ukraine, but differed in their willingness to talk to Putin, CNN reported.

“We will not encourage Ukrainians to make compromises that they cannot accept,” said Macron. We have to respect them to decide the conditions,” he added.

President Macron also said in an interview with ABC on the same day that he is willing to talk to President Putin as long as Ukraine sets terms for peace talks.

In Germany, German Chancellor Olaf Scholz made a statement to the effect of recognizing Russia as a dialogue partner, saying that he would be ready to have a dialogue with Russia on European security issues after the war as long as the aggression was come to an end.

According to The Times, Prime Minister Scholz responded to the question of what kind of relationship he would build with Russia after the end of the war in a panel discussion at the Berlin Security Conference.

“If Russia accepts this agreement, it means that Russia is also an open society and a country with democracy,” said Scholz. The security issue is being resolved. I’m ready to go into that (consultation),” he added.

Discussions were raised again in China, which is considered a strategic ally of Russia.

Chinese President Xi Jinping met with European Council President Charles Michel to encourage talks.

“Resolving the Ukraine crisis through political means is in the best interests of all other European and Eurasian countries,” Xi said, according to China’s state-run CCTV.

Since the start of the war in Ukraine, China has continued to emphasize this principle while refraining from condemning Russia.
