In the Security Council, the chairman’s statement is the expression of intent at the level immediately below the resolution, the most powerful type of resolution.

It is a statement issued by the chairman of the Security Council by gathering the consensus of the member states, it is usually adopted by consensus of 15 member states (consent without a vote) and has the status of an official document of the Security Council. It is not legally binding, but it has the meaning that the Security Council speaks with one voice on a particular issue and leaves it as an official record.

It is said that the United States is currently focused on deriving a chairman’s statement rather than pursuing a separate additional sanctions decision together.

It seems that it is important for the Security Council to show unity in the face of a series of provocations by North Korea, even if the level is lowered than the level of the sanctions resolution, which is difficult to get the consent of China and Russia .

What is notable is the approach that China and Russia are adopting in the negotiations.

Meanwhile, South Korea, the United States, and Japan are reported to be reviewing the announcement of additional independent sanctions while continuing to push for the adoption of the Security Council chairman’s statement.
